If you don't have photoshop and are too lazy to torrent it, get Paint.Net. It is free, simple, and very useful.

I am also going to throw-up this plugin pack by BoltBait. It is very good and comes with many useful tools (like an Outliner so you can outline your text).

I hope this helps some of you in your quest to create the next best meme.

No really, I have a plugin for Paint.NET for a filter like Photoshop with Bloat and Pucker and Swirl (or whatever they are really called) but sadly I have no idea what it was called since I use Photohop now. Now you know it exists though, so I guess... Google it? I will try to find a link.
